From Resource Management to People Management: Reflections of a Federal Land Manager by Derrel S. Fulwider

The Taylor Grazing act in 1934 led to the creation of a department to implement the new law. Representatives from all state land boards, Fish and Game Departments, railway companies, livestock and mining people all met to agree on a plan of administration. Conflicts of interest and ever changing public land control patterns, horse round ups and the CCC - range fires, grazing permits were some of the problems dealt with over the years.
